Icicles hang from a rope by the Han River in Seoul yesterday as a cold spell swept the country. Seoul saw a record-low temperature of minus 13.2 degrees Celsius (8.24 Fahrenheit) in the morning, the coldest in 27 years for early December in the capital, the Korea Meteorological Administration reported.[YONHAP]
