Yong Hye-in’s withdrawal is not enough (KOR)

Gender Equality and Family Minister nominee Yong Hye-in, whose nomination faced strong opposition over controversies — including her plan to serve concurrently as a lawmaker and minister and accusations that her party was effectively family-run — withdrew on Sunday. She remained reluctant to step aside voluntarily. At a news conference, she stressed that “the Democratic Party [DP] asked me to make a decision,” making clear her withdrawal came at the party’s request.

Rather than explain or apologize for the allegations, Yong blamed the People Power Party and the media, saying she had “nothing to be ashamed of.” Having earlier claimed that appointing an opposition lawmaker as minister was unprecedented since the DJP coalition, she ignored public sentiment to the end, with 60 to 70 percent viewing her nomination as inappropriate.

Yong’s withdrawal cannot erase criticism that the Aug. 30 Cabinet reshuffle failed. The Blue House said it would improve future vetting and appointments. That is only natural.

Concern surrounds Justice Minister nominee Kim Seung-won. Allegations that he inappropriately sought approval for the clinical trial of a new drug and that related stock manipulation produced numerous victims are already under investigation. His legal responsibility requires further scrutiny, but he should resign on political and ethical grounds. Suspicions of preferential treatment involving a welfare institution run by his spouse are also spreading. His drunk-driving record raises questions about his suitability to oversee justice administration.

The DP appears ready to declare the “Yong Hye-in risk” resolved and concentrate on saving Kim. DP leader Kim Min-seok reportedly urged Yong to withdraw, yet has called Kim “a good appointment” and vowed to defend him, showing a disconnect from public sentiment.

If the DP expects Yong’s resignation to change the political tide, it is mistaken. A “super week” of confirmation hearings for seven nominees begins today with Supreme Court justice nominee Kim Sung-soo. Hearings for Kim Seung-won, Economy and Finance Minister nominee Lee Hyung-il and SMEs and Startups Minister nominee Lee So-young are scheduled for Tuesday. Defense Minister nominee Kang Shin-chul and Land Minister nominee Hong Ji-sun face hearings on Wednesday.

Indiscriminately raising unsubstantiated allegations is wrong, but partisan protection of unqualified nominees is more dangerous. These nominees face questions over real estate and wealth accumulation. Yet the DP refuses to approve witnesses or expert witnesses, increasing concerns that the hearings will become empty formalities.

If the ruling bloc intends to improve personnel vetting, it must begin with fair confirmation hearings. Forcing through appointments the public cannot accept will deepen voter alienation. Boldly reversing nominations when disqualifying problems emerge is the starting point for renewing governance and rebuilding the president’s approval ratings.

용혜인 사퇴 끝 아니다…부적격 비호하면 민심 더 떠날 것

겸직 및 가족 정당 논란 등으로 부적격 여론이 높았던 용혜인 성평등가족부 장관 후보자가 어제 사퇴했다. 끝까지 스스로 물러나긴 싫었던 모양이다. 그는 기자회견에서 “민주당이 결단해 달라고 했다”며 사퇴가 여당 요구에 의한 것임을 애써 밝혔다.

쏟아진 의혹에 구체적으로 해명하거나 사과하는 대신 국민의힘과 언론을 탓하며 “떳떳하지 않은 게 없다”고도 했다. 앞서 “야당 의원 장관 지명은 DJP 연합 이후 처음”이라는 궤변을 늘어놓더니 사퇴하는 순간까지 후보 부적합 여론이 60~70%에 달하는 민심을 외면한 것이다.

용 후보자가 물러났지만, 8·30 개각 실패 논란을 덮을 수는 없다. 청와대는 “향후 검증과 인선에 만전을 기하겠다”고 했다. 당연한 얘기다. 사실 용 후보자보다 인사 실패의 핵심은 김승원 법무부 장관 후보자라는 여론이 높다. 신약 임상시험 승인 청탁 및 주가조작 피해자 양산 논란은 이미 수사 대상이다. 법적 책임은 더 따져볼 문제지만 정치적, 도의적 책임을 지고 사퇴해야 마땅하다. 거기다 배우자가 운영한 복지기관의 특혜 의혹도 확산일로다. 이런 의혹들에 묻히고 있지만 음주운전 전력도 법치 행정 수장으로선 부적격 사유 중 하나다.

민주당은 ‘용혜인 리스크’를 털어냈다고 보고 ‘김승원 살리기’에 올인할 태세다. 용 후보자에게 사퇴를 권한 이는 김민석 민주당 대표라고 하는데, 그는 김 후보자를 두고 “잘된 인사”라며 철벽 방어 의지를 보이는 등 민심과는 한참 동떨어진 상황 인식을 드러내 우려스럽다.

혹 민주당이 용 후보자 사퇴로 국면 전환이 이뤄질 거라 본다면 오산이다. 마침 오늘부터 김성수 대법관 후보자를 비롯해 7명의 공직 후보자에 대한 ‘인사청문회 수퍼위크’가 시작된다. 김 후보자와 이형일 재정경제부 장관·이소영 중소벤처기업부 장관 후보자 청문회가 15일, 강신철 국방부 장관·홍지선 국토교통부 장관 후보자 청문회가 16일 열린다.

불분명한 의혹의 무차별적 제기는 곤란하지만 자격 미달 인사의 당파적 비호는 더욱 위험하다. 이번 개각 인사들은 하나같이 부동산·재산 형성 과정 등 규명해야 할 의혹들이 많다. 그럼에도 민주당은 관련 증인·참고인 채택을 한 명도 허용하지 않겠다는 입장을 고수해 맹탕 청문회 우려를 키우고 있다.

여권이 정말로 인사 검증에 만전을 기하려면 청문회부터 공정하게 치러야 한다. 국민이 납득하지 못하는 인사를 억지로 임명할수록 민심 이반은 커지지 않겠는가. 결격 사유가 드러난 인사를 과감히 바로잡는 것이야말로 국정을 쇄신하고 대통령 지지율을 반등시키는 출발점이다.
