Reduced military drills must not benefit North Korea alone (KOR)

U.S. President Donald Trump said he ordered a substantial reduction in joint South Korea-U.S. military exercises because of his “very good relationship” with North Korean leader Kim Jong-un. The idea of scaling back regular defensive exercises because they make Pyongyang uncomfortable is troubling. It reflects Trump’s transactional approach of weighing even alliance security in terms of costs and benefits.

South Korea and the United States began the Ulchi Freedom Shield exercise Monday. The number of field training exercises at battalion level or above has declined from last year. The South Korean military has said some drills were being distributed throughout the year, but controversy grew after Trump said he personally ordered a “major reduction.” He has also taken a transactional view of South Korea’s alliance contributions, saying Seoul rejected a U.S. request for cooperation on Iran’s denuclearization.

More concerning is that changes in U.S. strategy are making combined operational capabilities increasingly important. Washington wants to use U.S. Forces Korea not only to defend the Korean Peninsula but also as part of its Indo-Pacific forces to counter China. During this year’s exercise, the U.S. military emphasized its ability to project combat power within the first island chain.

For South Korea, which is pursuing the transfer of wartime operational control, such changes should be reason to strengthen combined exercises and improve operational capabilities, not weaken them.

North Korea continues to advance its nuclear and missile capabilities and has openly threatened nuclear attacks against South Korea. If Washington reduces exercises to facilitate dialogue with Pyongyang while Seoul also lowers military tensions in hopes of improving inter-Korean relations, the result could be a security vacuum. Military exercises are not preparations to start a war. They provide deterrence to prevent one.

The government welcomed Trump’s message while pledging to maintain a “firm combined defense posture.” That pledge must be backed by action.

Dialogue and joint military exercises are not mutually exclusive. Credible deterrence is necessary even for diplomacy. If Trump pushes for further reductions to improve relations with Kim, South Korea should not simply follow his lead.

Seoul must strengthen its independent defense capabilities and combined operational readiness while pragmatically expanding security cooperation with Japan and trilateral cooperation among South Korea, the United States and Japan.

The door to peace should remain open. But South Korea must not weaken the strength needed to preserve that peace. Reducing military exercises must not leave North Korea as the only beneficiary.

한·미 훈련 축소, 북한만 웃게 해선 안 된다

도널드 트럼프 미국 대통령이 한·미 연합훈련을 대폭 축소하라고 지시했다고 밝혔다. 김정은 북한 국무위원장과 ‘매우 좋은 관계’라는 이유다. 방어적 정례 훈련을 북한이 불편해한다고 줄이겠다는 발상은 우려스럽다. 동맹의 안보마저 비용과 손익으로 따지는 트럼프식 거래주의가 드러난다.

한·미는 어제부터 을지자유의방패(UFS) 훈련에 돌입했다. 이번 대대급 이상 야외기동훈련은 지난해보다 줄었다. 한국군은 연중 분산 실시 때문이라고 설명해 왔지만, 트럼프 대통령이 직접 ‘대폭 축소’를 지시했다고 밝히면서 논란이 커졌다. 게다가 트럼프는 한국이 이란 비핵화 협력 요청을 거절했다며 동맹의 기여까지 거래적으로 따지고 있다.

더 큰 문제는 미국의 전략 변화로 한·미 연합작전의 중요성이 커지고 있다는 점이다. 미국은 주한미군을 한반도 방어에만 두지 않고 중국을 견제하는 인도·태평양 전력으로 활용하려 한다. 미군은 이번 훈련에서 제1 도련선 내 전투력 투사 능력을 강조했다. 전작권 전환을 추진하는 한국으로선 이런 변화에 맞춰 오히려 연합훈련을 강화해 작전능력을 키워야 한다.

북한은 핵·미사일 능력을 고도화하며 대남 핵 공격까지 공언하고 있다. 이런 상황에서 미국이 대북 대화를 이유로 훈련을 줄이고, 우리 정부마저 남북관계 개선을 의식해 군사적 긴장을 낮춘다면 안보 공백으로 이어질 수 있다. 훈련은 전쟁을 위한 준비가 아니라 전쟁을 막기 위한 억지력이다.

정부는 ‘확고한 연합방위태세’를 유지하겠다고 밝혔다. 말에 그쳐서는 안 된다. 대화와 연합훈련은 양자택일의 문제가 아니다. 대화를 위해서도 억지력이 필요하다. 트럼프 대통령이 김정은과의 관계 개선을 위해 훈련 축소를 밀어붙이더라도 한국까지 편승해서는 안 된다. 한국은 독자적 방위능력과 연합작전 능력을 키우고, 일본과의 안보협력 및 한·미·일 협력도 실용적으로 강화해야 한다. 평화의 문은 열어두되 평화를 지킬 힘까지 흔들어서는 안 된다. 훈련 축소로 북한만 웃게 해선 안 된다.
