Botched Kim Seung-won hearing makes his appointment even riskier (KOR)

The confirmation hearing for Justice Minister nominee Kim Seung-won, the biggest potential flashpoint in President Lee Jae Myung’s second Cabinet reshuffle, ended Tuesday. The People Power Party launched a barrage of attacks over the nominee, who has faced a litany of allegations, while the Democratic Party (DP) mounted an all-out defense.

The DP appeared intent on turning the hearing into a dysfunctional, substance-free exercise, undermining what should be a forum for public scrutiny. From the outset, DP lawmakers disrupted proceedings with insults directed at opposition committee members, including “hideous face” and “devil.” When discussing volunteer work by Kim’s wife and son at a care facility for people with developmental disabilities, they then tried to portray the family as deserving praise.

Shielded by the DP, Kim’s answers did little to dispel suspicions and sometimes produced almost farcical scenes. Asked about allegations that he improperly sought approval for a clinical trial of a new drug, Kim made the bizarre argument that because prosecutors had suspended his indictment, discussing the allegations could constitute unlawful disclosure of suspected criminal conduct.

Asked whether he knew that animal testing by the pharmaceutical company had been manipulated, he replied, “I studied humanities, so I couldn’t have known.”

If Kim lacked the expertise, why did he personally contact the head of the Ministry of Food and Drug Safety about the matter?

Kim also appeared close to tears while explaining allegations of preferential treatment involving his wife and son at the care facility. Some DP lawmakers applauded afterward. The day before the hearing, the party reportedly distributed an anticipated Q&A to its committee members to coordinate their defense. Were the tears and applause also part of the script?

The hollow hearing was predictable once Kim failed to submit 64.6 percent of requested materials and the DP ensured that not a single witness or reference witness would appear.

The ruling camp, having reduced the hearing to something resembling a black comedy, now appears increasingly likely to push ahead with Kim’s appointment.

Yet even before the hearing, widespread doubts about Kim’s fitness to serve as justice minister had emerged over numerous allegations, ethical controversies and his record of drunk driving. The hearing only reinforced those concerns.

Installing Kim as minister responsible for law, principle, fairness and justice despite all this would have predictable consequences. With the president’s approval rating repeatedly hitting new lows, forcing through another appointment against public sentiment could provoke even greater backlash.

It would also deepen suspicions about why the administration is so determined to keep Kim despite its declining political momentum — including questions over whether his appointment is intended to facilitate the withdrawal of charges in cases involving the president.

파행·맹탕 김승원 청문회, 임명 강행은 더 큰 역풍 부를 것

이재명 정부 2기 개각의 최대 뇌관으로 떠오른 김승원 법무부 장관 후보자 인사청문회가 어제 끝났다. ‘의혹 백화점’이라는 말이 나오는 김 후보자를 놓고 국민의힘은 파상공세를 폈지만 더불어민주당은 밀리면 끝이라는 위기감 때문인지 철통 방어막을 펴며 ‘김승원 사수’에 올인했다.

민주당은 청문회 자체를 파행, 맹탕으로 몰고 가 공개적 인사 검증의 장인 청문회를 아예 무력화하려는 듯했다. 청문회 시작부터 야당 청문위원을 향해 “흉측한 얼굴” “악마” 등 거친 말을 쏟아내며 청문회장을 어지럽혔다. 김 후보자 배우자와 아들의 발달장애인 돌봄 기관 봉사활동을 거론하면서는 오히려 미담의 주인공인 양 포장하려 애썼다.

민주당 엄호 속 답변에 나선 김 후보자의 발언은 의혹을 해소하기는커녕 되레 키웠고, 종종 코미디 같은 장면도 벌어졌다. 신약 임상시험 승인 청탁 의혹에 대해서는 자신이 기소유예 상태여서 피의사실을 말하는 건 피의사실공표죄에 해당한다는 희한한 주장을 폈고, 신약 업체의 동물실험 조작을 몰랐느냐는 질의에는 “문과여서 알 수 없다”고 답해 실소케 했다. 전문성이 없는 인사가 왜 식약처장에게 직접 청탁하고 식약처장은 담당 과장에게 “이런 얘기 안 나오게 해 달라”고 질책하게 만들었나.

김 후보자는 배우자와 아들의 돌봄기관 특혜 의혹을 해명하면서 감정이 북받친 듯 울먹이기도 했다. 발언을 마치자 일부 민주당 의원들은 박수를 보냈다. 청문회 하루 전날 민주당은 자당 청문위원들에게만 ‘예상 Q&A’를 돌리며 방어 논리를 공유했다는데, 눈물에 이은 박수도 사전 각본에 따른 것인가. 어제의 맹탕 청문회는 김 후보자의 요구 자료 미제출 비율이 64.6%에 달하고 민주당이 ‘증인·참고인 제로(0)’를 만들었을 때부터 예고된 것이었다.

청문회를 한 편의 블랙코미디로 만든 여권의 다음 수순은 임명 강행일 가능성이 커지고 있다. 하지만 김 후보자는 청문회 전 제기된 숱한 의혹과 도덕성 논란, 음주운전 이력 등만으로도 이미 법무장관 직무 수행 부적합 인사라는 여론이 높았다. 청문회는 이러한 심증을 더욱 굳히는 계기가 됐을 뿐이다.

그럼에도 김 후보자를 법과 원칙, 공정과 정의가 근간인 법무장관에 앉힌다면 돌아올 후과는 자명하다. 대통령 지지율이 최저치를 거듭 경신하는 상황에서 또다시 민심에 역행하는 인사 강행은 더 큰 민심의 역풍을 부를 것이다. 국정 운영 동력이 계속 떨어지는 수세 국면에서도 굳이 김 후보자를 안고 가는 이유가 대통령 사건 공소취소 목적 아니냐는 의구심은 더욱 커질 수밖에 없다.
